The low bid of First <br /> Access does not meet City of Decatur specifications in the following areas: <br /> Citv of Decatur First Access <br /> 1. The brushes shall be standard 1. Disc brushes. Disc brushes do not have <br /> cylindrical brushes and be easily a flicking action to pick up debris, so <br /> changed with no tools. pre-sweeping areas would be required. <br /> 2.
