Miller,AICP,Planner' �� SUBJECT: Agreement with ArchiSearch for the preparation of the National Register Nomination For portions of the West End Neighborhood SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing the agreement with ArchiSearch. BACKGROUND: In May 2001, the Council authorized the submittal of a United States Department of the Interior's Historic Preservation Grants-in-Aid (60/40 match) with the Illinois Historic Preservation Agency (Certified Local Government Grant). T'he gant was funded for survey/nomination of portions of the West End Neighborhood. The consultant, ArchiSearch, will provide services to survey portions of the West End Neighborhood, prepare the National Register for Historic Places Historic District Registration form and present the nomination to the West End Neighborhood Group and to the Illinois Sites Advisory Council. National Register designation is more for promotion than for protection. The only restrictions come with the use of federal funds which require a 106 review by the Illinois Historic Preservation Agency. To qualify for federal funding, a structure must be located within a National Register District or be locally designated; currently,there are little or no federal funds available for preservation. POTENTIAL OBJECTIONS: There are no known objectors to the National Register Historic District Nomination. INPUT FROM OTHER SOURCES: The West End Neighborhood Associations supports the National Register Historic District Nomination. BUDGET/TIME IMPLICATIONS: The proposed total budget for the nomination is not to exceed $15,000. The federal match for the grant is $8585; the City match is $6420 that is budgeted in the HASC (CDBG funded)budget. The completion date of the project is September, 2002.
