Miller,AICP,Planner' �� <br /> SUBJECT: Agreement with ArchiSearch for the preparation of the National Register Nomination <br /> For portions of the West End Neighborhood <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing the <br /> agreement with ArchiSearch. <br /> BACKGROUND: In May 2001, the Council authorized the submittal of a United States Department of <br /> the Interior's Historic Preservation Grants-in-Aid (60/40 match) with the Illinois Historic Preservation <br /> Agency (Certified Local Government Grant). T'he gant was funded for survey/nomination of portions of <br /> the West End Neighborhood. The consultant, ArchiSearch, will provide services to survey portions of <br /> the West End Neighborhood, prepare the National Register for Historic Places Historic District <br /> Registration form and present the nomination to the West End Neighborhood Group and to the Illinois <br /> Sites Advisory Council. <br /> National Register designation is more for promotion than for protection. The only restrictions come with <br /> the use of federal funds which require a 106 review by the Illinois Historic Preservation Agency. To <br /> qualify for federal funding, a structure must be located within a National Register District or be locally <br /> designated; currently,there are little or no federal funds available for preservation. <br /> POTENTIAL OBJECTIONS: There are no known objectors to the National Register Historic District <br /> Nomination. <br /> INPUT FROM OTHER SOURCES: The West End Neighborhood Associations supports the National <br /> Register Historic District Nomination. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at 424-2786 <br /> or e-mail kjmiller@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: The proposed total budget for the nomination is not to exceed <br /> $15,000. The federal match for the grant is $8585; the City match is $6420 that is budgeted in the HASC <br /> (CDBG funded)budget. The completion date of the project is September, 2002. <br />
