E., Director of Engineering & Infrastructure � <br /> SUBJECT: Jurisdictional Transfer of Streets with Macon County <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution authorizing <br /> the jurisdictional transfer of MacArthur Road between Pershing Road and Mound Road and <br /> Monroe Street between McKinley Avenue to Pershing Road from Macon County to the City of <br /> Decatur. <br /> BACKGROUND: <br /> The jurisdictional transfer of MacArthur Road between Pershing Road and Mound Road and <br /> Monroe Street between McKinley Avenue to Pershing Road has been a topic of discussion <br /> between staffs from Macon County and the City for some time. These streets are under the <br /> jurisdictional control of Macon County which has historically been the constant source of <br /> confusion to the general public. Most citizens consider the streets to be the responsibility of the <br /> City and wi11 call the City with complaints about the streets. Complaint calls to the City about <br /> potholes or other problems are typically referred to Macon County. In some instances complaints <br /> are taken by City staff and forwarded to the County as a matter of expediency, convenience or <br /> avoiding further customer annoyance. Other minor matters that have taken place in the past have <br /> related to development review and approval, street closures and the permitting of work by private <br /> contractors. <br /> In addition to the public relation issues, these streets are not continuous within the County's <br /> roadway system. This makes them inefficient for certain street maintenance functions such as <br /> snow and ice control. The City has included these two streets in its snow and ice control routes <br /> to ensure they are cleared to City's standards especially in consideration of the hospital, school <br /> and businesses in the area. This work is done in mutual cooperation with the County. <br /> The transfer of the streets to the City has in the past been unacceptable to City staff because the <br /> condition of the streets represented a costly maintenance commitment to the City. The County <br /> Engineer contacted the City's Department of Engineering & Infrastructure about a year ago and <br /> informed City staff that the County was planning to overlay these streets.
