LEGAL DEPARTMENT MEMORANDUM
No. 2001-25
December 5, 2001
TO: Honorable Mayor and City Council Members
FROM: Steve Garm City Manager
John W. C r, Corporation Counsel
r
RE: Decatur Business Center Environmental Investigation
SUMMARY RECOMMENDATION: The City Council should approve the amended
work order regarding the environmental investigation at the Decatur Business Center.
BACKGROUND: Under the direction of the Illinois Environmental Protection
Agency, the City (together with BorgWarner, Zexel and Mueller) is investigating the extent of
environmental contamination at the Decatur Business Center (- Imboden Dr., formerly known as
the Decatur Industry and Technology Center, or the "Incubator"). While much work has been
done so far at the site, the IEPA is insisting on some additional testing. Accordingly, the
consultant retained by the City and the three corporations has prepared an amended work order
that is in compliance with the IEPA's wishes. The City's share of the additional work is
approximately Thirty Thousand Dollars ($30,000.00). It is hoped that this will be the final
expenditure in the investigatory phase, but that is largely up to the IEPA. Staff recommends that
Council approve the attached resolution.
OBJECTIONS: None of which staff is aware.
STAFF REFERENCE: John Couter(424-2807).
JWC:ps
cc: Wendy L. Morthland
Steven G. Jones
