E.,Director of Engineering & InfrastructurgL�y� SUBJECT: Facility Space Needs Study SUMMARY RECOMMENDATION: �' It is recommended by City staff that the City Council approve the attached resolution authorizing ��, the Mayor to execute an agreement between the City and Phillip Swager Associates far the �I Facility Space Needs Study. I BACKGROUND: The City has three major facilities which house administrative and operational functions that are experiencing the need for additional space. The facilities are the Civic Center (CC), Municipal Services Center (MSC) and the Law Enforcement Center (LEC). The City's organization, services, technology advancements, equipment and staffing have changed considerably in the time frame that each of these facilities were first occupied. These changes have resulted in nonfunctional and/or underutilized areas; the need for increased office and storage space; and the need to improve the facilities and accessibility to better serve those having to conduct business at each location. The City located its' administrative offices in the Decatur Civic Center (CC) when the facility opened in 1980. The City leases approximately 44,000 square feet of floor space on three levels in the building for its offices, storage and the City Council Chambers from the Decatur Civic Center Authority. There are a variety of space needs issues varying from storage to customer service. In addition, the City Council Chambers are limited in its existing configuration, capacity and audiovisual capabilities to best meet the needs of the City Council and the public. The City's Municipal Facilities Center (MSC) located at 2600 North Jasper Street, is experiencing space needs issues for many of the same reasons. This facility was completed in 1988 and houses the City's streets, sewers, water and fleet maintenance operations staff, equipment, materials, central fuel dispensing location and supplies. When it was designed and constructed there were budget constraints which caused changes and reductions to the facility buildings and site. The basic impact of the constraints was that the facility was built to house
