Newell, P.E., City Engineer� <br /> SUBJECT: Country Manor Drainage Ditch <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing the <br /> Director of Engineering and Infrastructure to accept a proposal from Hutchens Bulldozing, Inc., <br /> for an expenditure of up to $12,000 to make minor improvements to the Country Manor drainage <br /> ditch. <br /> . BACKGROUND: <br /> The location of the proposed ditch work is indicated on the attached drawing. Area storm runoff <br /> drains through the south portion of the Country Manor subdivision to a major storm sewer line <br /> located on 44th Street just south of Powers Boulevard. A small storm drain pipe exists along a <br /> portion of the drainage way. During large storms, runoff quickly exceeds the existing storm <br /> drain and overflows through a ditch. <br /> The ditch has been a major source of complaints from area residents in that it essentially runs <br /> through back yards and is largely inaccessible to maintenance equipment. Additionally, a fair <br /> portion of the ditch is not defined which causes an extreme disruption during large storms. The <br /> proposed work will cut a defined and maintainable overflow ditch through the undefined portion <br /> of the drainage way that will serve to confine storm water flows and protect adjacent property <br /> from erosion, sedimentation and the general nuisance of an undefined drainage flow. <br /> In the interest of time, City staff solicited a proposal from Hutchens Bulldozing, Inc., to do the <br /> ditching work. Time is a critical factor this late in the season. If the ditching work is not done <br /> within the next few weeks, it is likely that the area will not be dry and accessible until <br /> midsummer next year. It is staff's desire to have the proposed work completed and seeded with <br /> reasonable opportunity to have grass established prior to winter. For this reason and the <br /> relatively low cost of the project, staff proposes to forego an official bid for this work and work <br /> directly with Hutchens to complete the ditching work. <br />
