' i
Goody Clancy&Associates ,
Decatur Near North Neighborhood I
September 25, 2001 I
Sco e o Services
 f
The GC&A team will carry out the proposed Scope of Work as described below. This
Scope is based on the preliminary Required Services presented in the Request for
Qualifications, team tours of Decatur and the Near North neighborhood, preliminary
understanding of the planning work that has been completed to date and discussions with the
(;ity and llecatur Housing Authority(DHA). "This Scope is not intended to represent a
linear planning process. It identifies specific scope tasks to be completed for the project and
additional scope items that may be provided for an additional fee.

The Scope has been segmented into five phases of work: i
I Existing Conditions Analysis
II Community Planning and Design Charrettes
III Refine Neighborhood Vision and Preliminary Plan '
IV Draft Near North Neighborhood Plan and Design Guidelines I
V Final Near North Neighborhood Plan and Design Guidelines j I
,i
The scope of work is more detailed in earlier phases because we are firmly committed to i
staying flexible; as planning projects proceed, readjustment of the scope is often necessary i
to take advantage of information and perspective gained and respond to ideas and concerns
that emerge. In recent GC&A projects, including HOPE VI Neighborhood Plans for
Riverview in Cleveland, Old Dayton View in Dayton Ohio, and Allequippa Terrace in
Pittsburgh, we have purposely worked closely with clients to refine and redirect the scope as '
work proceeded to capture the full potential of the project.
At the conclusion of this Scope of Work,we have listed our assumptions about client
responsibilities for this project. As with all our work,we view this proposal as a starting
point for dialogue with the client and welcome discussion regarding changes and
clarifications.
PHASE 1: Existing Conditions Analysis (Weeks 1-5)
This phase will establish a firm undertanding of the planning context from physical,
economic, social, political and other key perspectives and lead to the identification of
planning and design principles appropriate to guide the creation of a vision and plan. We
will work with the City and DHA to identify key stakeholders, include representatives of
community gtoups, public agencies, institutions, the private sector and others. This phase
will also establish the feasibility and subsequent scope of work necessary to meet II3DA's
earliest tax credit deadline.
Goody, ClancyAssociates 1
Decatur Near North Neighborhood Plan
Scope of Services
