Quandt,E.I.T., Civil Engineer I

SUBJECT: Macon Street Trafc Circle, City Project 2001-38
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for the Macon Street Traffic Circle, City Project 2001-38, to Otto Baum Company Inc.,
as the lowest, responsible bidder in the amount of$8,292.00, and that the Mayor be authorized to
execute the contract, and the City Clerk to attest.
BACKGROUND:
On December 21, 1998, the City Council authorized the installation of a traffic circle at the
intersection of Macon and Edward as recommended by the City's Traffic and Parking
Commission. The objective of the traffic circle is to reduce traffic speeds and volumes on
Edward Street by placing an obstacle in the intersection.
The temporary traffic circle was installed at this location in January 1999. Due to some
miscommunication during the FY 2000-2001 budget preparations, no funds were allocated for
making the temporary traffic circle permanent.
The project plans and specifications were prepared by the Engineering Division staff. The
project was advertised June 20, 2001, and bids were opened on July 9, 2001. The results for the
letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over(-Under)
Engineer's Estimate $7,520.00 -----
Otto Baum Company, Inc. $8,292.00 10.27%
Entler Excavating Co., Inc. $13,800.00 83.51%
Mid-States General Mechanical $15,925.00 111.77%
