E., Director of Engineering & Infrastructure� <br /> SUBJECT: Grant of an Easement to the Decatur Park District <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution authorizing <br /> a License Agreement between the City and the Decatur Park District for the Decatur Park District <br /> to construct a trailhead parking lot on City property at the end of Sunset Avenue. <br /> BACKGROUND: <br /> The Decatur Park District is constructing a bike path/walkway trail ("trail") in the west end of the <br /> City. This trail will extend from Kiwanis Park to Summit Avenue (refer to the attached <br /> drawing). The trail is crossed by a maintenance road extending from the west end of Summit <br /> Avenue into a Sanitary District of Decatur facility. The maintenance road will provide � <br /> convenient access for trail users. <br /> Residents on the west end of Summit Avenue commented to the Park District about expected <br /> problems with on-street parking and traffic in the area as a result of the trailhead location. The <br /> problems related to the limited on-street parking space in the area and the lack of a turnaround at <br /> the end of Summit Avenue. Vehicles parked by those waiting to pick up trail users or by trail <br /> users was expected to become a problem. In addition, vehicles going west to the end of Summit <br /> Avenue would have to use private driveways or make other maneuvers in the street to leave the <br /> area. <br /> The Park District decided that a small parking lot should address the concerns expressed by the <br /> residents. An eight car parking lot is designed to be constructed on City property at the end of <br /> Summit Avenue (refer to attached drawing). The Park District reviewed the parking lot with city <br /> staff to discuss city requirements. Staff's basic concerns were limiting access to the adjoining, <br /> unused City property; public safety; parking lot maintenance; drainage; access to the City's flood <br />
