Swanson,Director of Engineering & Infrastructur Je���f� <br /> SUBJECT: Spring Creek Flood Plain Amendment <br /> City Project 9631 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution approving an <br /> increase to the contract amount with Bainbridge, Gee, Milanski & Associates, Inc., to provide <br /> professional services for the Spring Creek - FEMA Map Revision, City Project Number 9631, <br /> increasing the contract amount from an amount not to exceed $25,000 to a final payment amount <br /> of$42,315. <br /> BACKGROUND: <br /> The City in 1998 entered into a contract with Bainbridge, Gee, Milanski & Associates, Inc. <br /> (BGM), to provide professional services for the Spring Creek - FEMA Map Revision. The <br /> contract for this work was for an amount not-to-exceed of$25,000. This amount was negotiated <br /> on the basis that the work would involve a straightforward application of compiling and using <br /> much of the existing data and information on file in the City's office. <br /> The original data and information was prepared for the City in 1989 when channel improvements <br /> were made to Spring Creek from Monroe Street to Martin Luther King, Jr., Drive. These <br /> improvements were made to reduce flooding risks to properties along the creek. It was done <br /> under a permit issued by the Illinois Department of Natural Resources (IDNR). The permit <br /> included a condition that the City would submit the required application to the Federal <br /> Emergency Management Agency (FEMA) for the purpose of obtaining flood plain amendments <br /> in this segment of the creek. The required documentation consisting of as-built information and <br /> hydraulic computations were essentially compiled at that time, but not put together into an <br /> application to FEMA. The reason the application was not made is not known by current City <br /> staff. <br /> BGM was contracted to prepare the application because it had designed the Spring Creek <br /> improvements based on the hydraulic analyses prepared by John Guillou. For this reason, BGM <br /> was considered by staff to have the most familiarity with this project and therefore require less <br /> time to prepare an application to FEMA.
