CITY OF DECATUR, ILLINOIS �- AUTHORIZATION FOR FILING (FILING OF A CAPITAL GRANT APPLICATION) CERTIFICATE I, Celeste F. Harris, do hereby certify that I am the fully qualified and acting City Clerk of the City of Decatur, Illinois, and as such City Clerk, I am the keeper of the seal,records and files of the City of Decatur. I do further certify that at a duly constituted and legally convened meeting of the City Council of the City of Decatur, held on the 30th day of July, 2001, a resolution was adopted in full accordance and conformity with the ordinances of the City of Decatur and the statutes of the State of Illinois, as made and provided, and that the following is a full, complete and true copy of the pertinent provisions of said Resolution: BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That the City of Decatur file an application with the State of Illinois in order to obtain capital grant assistance under the provisions of the Civil Administrative Code of Illinois (Part 8.5), 20 ILCS 2705/49 et seQ•; the Civil Administrative Code of Illinois (Part 9), 20 ILCS 5/51; and the Gen�ral Obligation Bond Act, 30 ILCS 330/4. Section 2. That the City Manager, the City Clerk and the Corporation Counsel of the City of Decatur be, and they are hereby, authorized and directed to execute and file such Application on behalf of the City of Decatur. Section 3. That the City Manager and the Mass Transit Administrator of the City of Decatur be, and they are hereby, authorized to furnish such additional information as may reasonably be required by the Illinois Department of Transportation, Division of Public Transportation, in connection with the aforesaid application. I further certify that the original of the complete said Resolution is on file in the records of the City of Decatur, Illinois, in my custody. I do further certify that the foregoing Resolution remains in full force and effect and has not been rescinded, amended or altered in any manner since the date of its adoption.
