Economic & Urban Development Department Memorandum
# O 1-79
July 24, 2001
TO: Honorable M r Terry M. Howley and City Council Members
FROM: Steve G ity Manager
A.J. Krieger istant City Manager
SUBJECT: 300 N. Water Asbestos Abatement
' RECOMMENDATION:
City staff recommends approval of the attached resolution accepting the bid of Acorn Industries
to perform asbestos abatement in the 300 block of N. Water. Acorn Industries submitted the low
bid of$51,400. City staffrecommends approval.
BACKGROUND:
' ' n r cess friable asbestos must first be removed abated befre full scale
As art of the demohtio 0
P P )
, removal of the actual buildings can begin. Acorn Industries submitted the low bid of$51,400 for
', general asbestos abatement, plus Alternate #1. Alterna.te #1 provides that the asbestos abatement
contractor will remove all friable asbestos, including non-friable asbestos contained in floor tiles
from concrete floors. While this non-friable asbestos can technically remain in the building and be
removed and disposed of as general construction waste, acceptance of the Alternate actually
reduces the overall cost to the City for asbestos abatement and clean demolition. Further, it
provides for removal of these concrete floor tiles under the supervision of the City's monitoring
representative.
As Council will recall, Blank, Wesselink, and Cook (BWC) has been retained to coordina.te the
preparation of demolition related documents and supervise both the asbestos abatement and
general demolition phases. BWC has subcontracted with KAM Solutions to supervise the
removal of the asbestos, as well as perform all necessary site and air quality monitoring. KAM
Solutions performed the original asbestos inspection, prepared the abatement bid documents, and
participated in on-site pre-bid meetings. Therefore KAM is very familiaz with these buildings and
, the location(s) of the friable asbestos.
BWC has reviewed Acorn's qualifications and experience and has recommended that the City
accept its bid. A list of Acorn's experience with similar projects is attached; which includes many
' proects much larger m sze and cost than the 300 block of N. Water.
POTENTIAL OBJECTION:
' City staff is not aware of any opposition to the acceptance of Acorn's bid.
INPUT FROM OTHER SOURCES:
Attached to this memorandum is BWC's bid analysis and recommendation, as well as a list of
Acorn's similaz project experience.
STAFF REFERENCE:
If Council members have questions they may contact A.J. Krieger, 424-2727,
aikrieer(adecaturnet.org.
BUDGET/TIME IMPLICATIONS:
Pending acceptance of Acorn's bid, actual asbestos abatement should begin early August and
conclude on or about the end of the month.
