DEPARTMENT OF WATER MANAGEMENT <br /> Memorandum No. 2016-01 <br /> January 14, 2016 <br /> TO: Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Keith Alexander, Director of Water Management <br /> Jerry Stevens, P.E., Engineering Services Coordinator <br /> SUBJECT: William Street and South Water Treatment Plant Reservoir Rehabilitation <br /> Project Manual Contract - City Project W2015-36 <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing a William Street and South Water Treatment <br /> Plant Reservoir Rehabilitation Project Manual Contract with DN Tanks, Inc. at a cost not to <br /> exceed $549,849.00. <br /> BACKGROUND: <br /> The City owns two large covered concrete reservoirs that are used to store drinking water: <br /> The East William Street reservoir was constructed in 1970 and has 5 million gallons of <br /> storage. <br /> The South Water Treatment Plant reservoir was constructed in 1988 and has 7.5 million <br /> gallons of storage. <br /> Due to age, both reservoirs require comprehensive internal and external inspections and cleaning <br /> to determine if any preventative maintenance is required. They also require exterior recoating <br /> (painting). The William Street reservoir also needs 133 exterior decorative concrete panels <br /> removed as they have deteriorated due to continuous exposure to the elements. The attached <br /> photographs clearly show the need for this work. <br /> A Request for Qualifications and Proposals was issued in October 2015 with proposals due on <br /> December 8. Two proposals were received. A five member City staff panel independently <br /> evaluated the proposals. The panel's consensus was that DN Tanks, Inc. was better suited to <br /> meet the City's needs for this particular project. Their proposal is also at a significantly lower <br /> cost ($549,849) than the other proposing firm (Utility Service Company, Inc.) at $1,098,900. <br /> Attached are the bid tabulation and Project Manual Contract. <br />
