.
COUNCIL COMMUNICATION FORM
BUII.,DING INSPECTIONS DIVISION
#2001-020
Date: Apri125, 2001
TO: Honorable Mayor Howley and City Council
FROM: Steve Garm ity Manager
A. J. Krieg , ssistant City Manage
Randy Johne , Building Inspections ager
SUBJECT Intergovernmental Agreement
SUMMARY RECOMMENDATION: The Building Inspections Division of Economic and
Urban Development would like to recommend approval by the City Council of an
Intergovernmental Agreement (attached) between our city and surrounding communities such as
Springfield, Bloomington, Normal, Champaign and Urbana who are all members of the Illinois
Protective Officials Conference (IPOC).
BACKGROUND: The agreement offers assistance between these communities in the event of
disasters such as tornados or flooding. The assistance would be in the form of inspections to
deternune the safety of buildings after damage occurs. We feel that this agreement would be a
prudent step in disaster mitigation for our community.
POTENTIAL OBJECTION: None we are aware of.
INPUT FROM OTHER SOURCE: Agreement was reviewed by Legal and Risk
Management; neither of which offered any objections.
STAFF REFERENCE: Randy Johner, Building Inspections Manager.
BUDGET/TIME IMPLICATIONS: Budget could be breached because of overtime
accruals by inspectors but it is possible that disaster relief funding could offset this added cost.
We would also have the option of pulling our inspectors out of the area if costs become
detrimental. We would like to have this agreement in place by 7uly 1, 2001 if possible.
