DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2001-17
May 14, 2001
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Keith D. Alexander, Director of Water Management
Raymond L. McDannell, Water Production Maintenance Supervisarj
SUBJECT:
South Water Treatment Plant Diesel Generator.
SUMMARY RECOMMENDATION:
City staff recommends Council approval of the proposed Engineering Design Services agreement
with Black &Veatch, LLP at a cost not to exceed $82,500.
BACKGROUND:
Currently, when power outages occur at the South Water Treatment Plant, the City's ability to
produce water is greatly reduced due to:
• The existing generator can only produce enough electricity to operate the South Water Plant
at 50% of total capacity.
• The potential loss of water pressure in the distribution system below 20 PSI, which could
result in a City-wide boil order.
Additionally, when the nitrate removal facility is operational, the existing generator will not be
able to adequately suply both the South Water Plant and the nitrate facility. A second diesel
powered emergency electric generator is required at the South Water Treatment Plant.
POTENTIAL OBJECTION:
None foreseen.
INPUT FROM OTHER SOURCES:
• Black&Veatch, LLP.
• Numerous City staff.
STAFF REFERENCE:
Raymond L. McDannell, Water Production Maintenance Supervisor
Richard N. Berard, Civil Engineer II
