The State of Illinois, represented by the State Histonc Preservation Officer, or his designee, and <br /> the project sponsor mutually agree to perform this agreement in accordance with the National <br /> Register Programs Guidelines(NPS-49), and with the project proposal, terms, promises, conditions, <br /> plans, specifications, estimates, procedures, and assurances submitted by the project sponsor. ANY <br /> CHANGES IN THE SCOPE OF WORK TIlVIETABLE PRODUCTS OR BUDGET MUST <br /> HAVE PRIOR WRTTTEN APPROVAL OF TI� STATE HISTORIC PRESERVATION OFFICE. <br /> 6. The State of Illinois hereby promises, in consideration of the promise made by the project sponsor <br /> herein, to obligate to the project sponsor the amount of money referred to below, and to tender to the <br /> sponsor that portion of the obligation which is required to pay the State of Illinois'share of the costs of <br /> the above project stage, based upon the below percentage of assistance. The project sponsor hereby <br /> promises, in consideration of the promises made by the State of Illinois herein, to execute the project <br /> described above in accordance with the terms of this agreement. <br /> 7. The undersigned authorized representative certifies that officials of the City cf Uec�t�ar to the <br /> best of his/her knowledge, have not been convicted of bribery or attempting to bribe an officer or <br /> employee of the State of Illinois, nor have the officials of the City of Decatur made an admission <br /> of guilt of such conduct which is a matter of record. <br /> 8. The project sponsor certifies that they are not in default on an educational loan as provided in <br /> Public Act 85-827. <br /> 9. The project sponsor certifies that they have not been barred from bidding on this contract as a <br /> result of a violation of Section 33E-3 or 33E-4 of the criminal code of 1961. <br /> 10. The project sponsor agrees to comply with the Single Audit Act of 1984. The project sponsor �" <br /> will forward the most recent audit performed under the Sinale Audit Act of 1984 to the Historic <br /> Preservation Agencv with this si ng ed a�reement. � <br /> 11. The vendor certifies that neither it nor any substantially-owned affiliated company is participating <br /> or shall participate in an international boycott in violation of the provisions of the U.S. Export <br /> Administration Act of 1979 or the regulations of the U.S. Department of Commerce promulgated under <br /> that Act. <br /> 12. COPYRIGHT, PATENTS, TRADEMARKS. Any work produced under this contract shall become <br /> the property of the State of Illinois, including any rights that otherwise might be available to the <br /> contractor under copyright, patent, and trademark laws. Contractor specifically agrees that the <br /> compensation provided for hereunder also includes such rights. <br /> 13. PRESERVATION OF RECORDS: Contractor shall maintain and preserve for a period of five <br /> years after date of final payment to Contractor and during that period shall produce, upon request of the <br /> agency, all data, records and other evidence pertaining to costs incurred by contractor in connection <br /> with this agreement for the purposes of the audit. <br />
