J.Krieger, istant City Manager� <br /> Steve Van Stee uyse,AICP,Plamm�g Manage�f,lj <br /> Kathy J.Miller,AICP,Planner ��y�./ � <br /> I'' <br /> SUBJECT: Illinois Historic Preservation Agency Grant Application <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing the grant <br /> application for survey. <br /> BACKGROiJND: Upon City Council approval, the attached resolutions will authorize the filing of a <br /> (second round) United States Department of the Interior's Historic Preservation Grants-in-Aid (60/40 <br /> match) with the Illinois Historic Preservation Agency. As a Certified Local Government City with the <br /> Illinois Historic Preservation Agency, the City signed an agreement to survey properties in Decatur on a <br /> continuing basis. Previous surveys have been completed in the Near West, Millikin Home and Millikin <br /> University Neighborhoods. Two other surveys have been completed in a portion of the West End <br /> Neighborhood. The grant will provide funding for a consultant to survey an area in the West End <br /> Neighborhood as follows: East and West Court Manor Place, Edgewood Court and Victoria Avenue <br /> between West Main Street and Fairview Park; the area bound by South Linden Avenue, West Forest <br /> Avenue, Dennis Avenue and West Main Street; and West Decatur Street and West Forest Street from <br /> South Fairview Avenue to South Westlawn Avenue. Survey is a planned HASC activity for the <br /> 2001-2002 fiscal year. Compiled surveys are available for viewing at the Decatur Public Library. <br /> Not all areas surveyed in the city will be eligible for National or Local Landmark or Historic District <br /> designation; however, the West End area does have potential for Historic District designation. National <br /> Register Historic District designation is currently proposed for a portion of the West End Neighborhood <br /> with the support of the West End Neighborhood Association. <br /> POTENTIAL OBJECTIONS: There are no known objectors to the survey. <br /> INPUT FROM OTHER SOURCES: The Historical and Architectural Sites Commission unanimously <br /> approved the submittal of a grant for survey at the March 21 meeting. <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at 424-2786. <br /> BUDGET/TIME IMPLICATIONS: The proposed total budget for the survey is $14,300. The federal <br /> match for the grant is $8585; the City match is $5720 that is budgeted in the HASC (CDBG funded) <br /> budget. If funding is granted,the project is schedule for completion by March 15, 2002. <br />
