Newell, P.E., City Engineer ��'l <br /> SUBJECT: Street Reconstruction, City Project 2001-24 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution awarding the <br /> contract for Street Reconstruction, City Project 2001-24, to Dunn Company, as the lowest, <br /> responsible bidder in the amount of$1,540,935.54, and that the Mayor be authorized to execute <br /> the contract, and the City Clerk to attest. <br /> BACKGROUND: <br /> The Street Reconstruction Program involves constructing new pavement in curbed or non-curbed <br /> streets having existing asphalt pavement with no remaining useful life. Curbed streets in this <br /> program have, over time, received multiple layers of surface treatments and/or overlays. It is not <br /> practical to continue overlaying such streets since the structural capacity of the underlying road <br /> base is gone. On curb and gutter streets, each succeeding layer has reduced the available gutter <br /> depth by the thickness of the surface treatment or overlay. The available gutter depth on most of <br /> these streets has become such that the curb has lost most of its functional purposes (i.e. drainage <br /> control, access control, pavement edge delineation, delineation of non-vehicular travelways, <br /> aesthetics, roadside management, etc.). Non-curbed streets in the program have existing <br /> pavement that is badly deteriorated through age and use and can no longer be effectively <br /> maintained by the City's street crews. <br /> The streets on the reconstruction list are generally a constant source of citizen complaints <br /> because of their poor condition. This is largely due to the inability of normal maintenance <br /> procedures to restore structural strength to the street itself. This year's program will consist of <br /> reconstructing each street (road surface and sub-base) over the course of one week. This work <br /> will also include various storm drainage improvements, curb replacement and some general <br /> milling and overlay. A listing of the streets in this year's program is attached for your <br /> information. <br />
