PROJECT REQUIREMENTS <br /> A. Selection <br /> Heritage Inc. shall submit its project(s)to the City for approval. The proposal shall <br /> include: project location and description; purchase agreement or proof of control of the <br /> property; title insurance binder when ownership is secured; sources and uses development <br /> budget; proposed construction schedule; and construction/rehabilitation cost estimate and <br /> breakdown. Heritage Inc. shall also provide verification that all tenants of the project will <br /> fall within the HUD-established guidelines for low- and moderate-income persons. <br /> Heritage Inc. shall submit documentation to the City for approval of any changes in the <br /> project including location,projected budget needs, etc. <br /> B. Approval <br /> The City shall submit the project for environmental and historical preservation review <br />, as needed. The City shall review the proposal for consistency with program objectives, <br /> construction budget estimates, and other elements as deemed necessary. The City shall <br /> inform Heritage Inc. in writing as to its approval of the project. Heritage Inc. shall not <br /> obligate any of the HOME funds budgeted for the project until written approval is <br /> received from the City. <br /> C. Completion <br /> The project proposal shall include a schedule for completion in a timely manner. The <br /> schedule shall include dates of major construction/rehabilitation milestones and target <br /> completion date. The City will review the project to determine if the length of time <br /> proposed for project completion is reasonable and, if not,will reach an acceptable <br /> agreement with HERITAGE INC.. The City will monitor progress on the project to <br /> ensure that the schedule is being maintained. Any extensions to the project schedule <br /> must be explained to the City in writing. <br /> D. Project Closeout/Final Payment <br /> The City reserves the right to withhold up to the final ten percent (10%) of total <br /> reimbursement on a project until all closeout documentation is received. Closeout <br /> documentation shall consist of: final payout requests, final property inspection sheets, and <br /> certificate of occupancy. <br /> E. Termination of Project Funding <br /> The City reserves the right to suspend or terminate payment of reimbursement requests <br /> for a project in whole or in part for cause. Cause shall include the following: <br /> (1) Improper use of funds; <br /> 3 <br />
