Alexander, Director of Water Management I� <br /> SUBJECT: <br /> Oakley Sediment Storage Site Corrective Action Plan ' <br /> 5UMMARY RECOMMENDATION: <br /> Staff recommends that Council adopt the attached Action Plan. <br /> BACKGROUND: <br /> In 1991, the City purchased 528 acres of farmland in Oakley Township to store sediment from <br /> the Faries Park Basin dredging project. A 414-acre sediment pond was constructed for the <br /> project. After the site was used, it was minimally maintained,which included: <br /> ♦ Mowing the pond berms and adjacent land outside of the pond once per year (per USDA <br /> Natural Resources Conservation Service wildlife enhancement recommendations). <br /> ♦ Herbicide application of minor noxious weed areas. <br /> ♦ Farming of 50 acres of land adjacent to the dredge pond berms. <br /> ♦ Improving the storm water outlet located in the northeast corner of the pond. <br /> ♦ Replacement of one-third of a poorly functioning subsurface drain pipe system located on <br /> the east side of the pond. <br /> In 2000, Oakley residents and the Macon County Board aggressively brought to the City's <br /> attention their displeasure in the way that the City was maintaining the site.
