Mass Transit Memorandum <br /> No. 032801-2 <br /> March 28,2001 <br /> TO: Honorable Mayor Howley and City Council <br /> FROM: Steve G ity Manager <br /> Paul McC , Mass Transit Administrat��,g <br /> SUBJECT: Selection of irm to Serve as Owner's Representative <br /> During Construction of the Multi-Modal Transportation Facility <br /> SUMMARY Staff recommends that Blank, Wesselink, Cook Construction <br /> RECOMMENDATION: Managers, Inc. be selected to serve as Owner's Representative <br /> during construction of the Multi-Modal Transportation Facility. <br /> BACKGROUND: Only two proposals were submitted in response to the Request for <br /> Proposals (RFP) published on January 10, 2001. In alphabetical <br /> order, the two firms are: <br /> Blank,Wesselink, Cook Construction Managers, Inc. (Decatur) <br /> by Joseph D. Cycotte, P.E., Vice President; and <br /> Westlawn Consulting Services, Inc. (Decatur) <br />, by Erwin O. Arends, P.E., President. <br /> The proposals contained information on the services proposed, the <br />� qualifications of the firms, relevant work experience, key personnel, <br /> etc. The proposals did not contain a bid amount. After reviewing <br /> the two proposals and interviewing both firms, staff recommends <br /> the selection of Blank, Wesselink, Cook Construction Managers, <br /> Inc. (BWC-CM). Staff felt that either firm could do an adequate <br /> job,but that BWC-CM is the more qualified of the two firms. <br /> (continued on attached sheet) <br /> POTENTIAL There is no known or expected objection to the selection of either <br /> OBJECTION: firm for this position. <br /> INPUT FROM Blank, Wesselink, Cook Construction Managers, Inc. <br /> OTHER SOURCES: Westlawn Consulting Services, Inc. <br /> STAFF REFERENCES: Steve Swanson, Director of Engineering and Infrastructure <br /> Bill Ratekin, Assistant City Engineer <br /> Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Federal and state grants totaling $40,000 have been dedicated to I <br /> IMPLICATIONS: this work. The cost of the project must be negotiated with the <br /> selected firm. The contract period would be for the length of <br /> construction of the Multi-Modal Transportation Facility. <br />
