Johnsto , Manager, MIS Division`� -� SUBJECT: Wide and Local Area Computer Network Upgrades SUMMARY RECOMMENDATION: Staff recommends that Council approve the resolution at Enclosure 1, authorizing the City Manager to execute the contract shown at Enclosure 2 with Logical Network Systems, for computer network upgrades. BACKGROUND: This action will replace the City's outdated 56 Kbps computer communications backbone, which uses rented telephone circuits, with a radio frequency (wireless), 11,000 Kbps system. At the same time, we will begin the transition of internal local area networks from 16 Mbps Token Ring to 100 Mbps Ethernet. POTENTIAL OBJECTION: None anticipated. System implementation will require antenna installations at each site. At the Municipal Services and Law Enforcement Centers, we will use existing antenna masts; at the Civic Center and Mass Transit building, antenna roof mounts will be used. At Fire Water Mgmt Dept HQs, 120 foot guyed antenna towers will be erected. We sought, and obtained, approval of the proposed antenna placement by the ' Civic Center board, as the only external agency significantly affected, at their January meeting. INPUT FROM OTHER SOURCES: Six network integration firms were invited to propose a solution to the city's requirements. Two firms offered very similar solutions based on leased telephone lines. One other firm proposed an unaffordable fiber optic backbone solution, two others declined to propose. The remaining firm proposed this solution, using wireless, radio-frequency links instead of digital telephone lines. This solution, besides offering the obvious benefit of avoiding $15,000 in annual line charges, has the added attraction of offering significantly higher data speeds (11 million bps versus 1.5 million). All proposers offered hardware manufactured by Cisco Systems, Inc., the market leader and de facto standard in the inter-networking industry.
