DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2001-05
 February 15, 2001
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager for Public Services
Keith D. Alexander, Director of Water Management
Stephen P. Swanson, Director of Engineering & Infrastructure
SUBJECT: Amendments to Agreement for Engineering Services, Ion-Exchange Treatment
Facility.
SUMMARY RECOMMENDATION: Staff recommends approval of the Amendments to
Agreement for Engineering Services with Black&Veatch.
BACKGROUND: In October of 2000, City Council approved an Amendment for Engineering
Services during the construction phase of the ion-exchange nitrate treatment facility. The
agreement with Black & Veatch was based on a construction period of 12 months. The
construction of the ion-exchange facility will take a total of 16 months instead of 12. Therefore,
Black & Veatch seeks an increase of$59,571 to the contract for engineering services. New total
cost for engineering services is a not-to-exceed amount $584,500. If the project is completed
sooner, the amount will be less than this. This is covered in Amendment No. 2.
Amendment No. 3 contains language required b the Illinois Environmental Protection Agency
to qualify for the low interest loan for construction of the facility.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: The State of Illinois requires an agreement for
construction engineering services before the City is approved for a low-interest loan.
STAFF REFERENCE: John A. Smith, Assistant City Manager for Public Services.
BUDGET/TIME IMPLICATIONS:
Attach: 3
