Bu kley, Commander-Emergency Communication Division�✓ <br /> DATE: December 26, 2000 <br /> SUB7ECT: Additional Transmitter/Related Equipment for 800 MHz Voice Radio System <br /> PURPOSE: This memorandum is provided to secure council approval for the purchase and <br /> installation of an additiona1800 MHz voice radio transmitter and related equipment to increase <br /> the capacity of the City of Decatur radio system that was utilized by noncity law enforcement <br /> agencies beginning in January of 2000. <br /> BACKGROUND: In December of 1999, the Decatur City Council approved agreements to <br /> provide voice radio service to the Macon County Sheriff, Emergency Services and Disaster <br /> Agency, Mt. Zion Police Department, and the law enforcement agencies for the smaller towns in <br /> Macon County. Those agreements increased the number of radios on the City radio system by <br /> approximately 100 radios, utilizing the spare capacity that was designed into our radio system. <br /> In April of 2000, the Decatur Park District Police were also pernutted to share in the use of the <br /> voice 800 MHz radio system. All users have been paying a surcharge ($8.00/month per radio) for <br /> this service. Per the agreement with all noncity users, the funds collected have been set aside to <br /> purchase the required equipment to return the spare radio capacity to the City radio system that <br /> was utilized by their agencies. <br /> As of December 1, 2000, a total of$27,500 has been collected from these agencies. This money <br /> has generated over $1,100 in interest for a total of appro�mately $28,600. As it is in the best <br /> interest of the City to return this spare capacity as quickly as possible, $35,000 was allocated in <br /> capital funds during this fiscal year toward the purchase and installation of the equipment required <br /> to return the spare capacity. This has provided over $64,000 in available funds for equipment and <br /> installation. <br /> Motorola and Barbeck Communications have submitted a proposal for a Motorola Quantro <br /> Station, Cellwave Combiner, associate equipment and installation required to add an additional <br /> 800 MHz radio frequency to our system. The proposed cost is $60,697.39 cents. <br /> No additional funds will need to be allocated for this project. The $35,000 that has been allocated <br /> this fiscal year will be paid back by the noncity users over an estimated period of 42 months. <br /> Application was made to the Federal Communication Corrunission in the spring of 2000 for the <br /> required 800 MHz frequency. The designated frequency has been allocated by the APCO <br />
