Excerpts from Plan Commission Minutes of June 3, 2004 <br /> Cal. No. 04-33 Petition of BLACKSTONE GROUP, to rezone the <br /> _ premises at 1314 an 1354 North Main Street from R-6 <br /> Multiple Dwelling District, O-1 Office District and <br /> B-1 Neighborhood Shopping District to PD Planned <br /> Development. <br /> Ms. Suzan Stickle was sworn in by Ms. Jesse. <br /> Ms. Stickle presented the recommendation of staff. <br /> The subject site is approximately 2.33 acres and contains an office building, a residential <br /> structure and a detached garage. Utilities are available at the site. This petition was <br /> reviewed by Plan Commission last month with a recommendation of approval. The <br /> petition was reviewed by City Council on April 17, 2004; the rezoning request failed to <br /> pass with those five (5)members present voting 3 to 2 to approve the petition. The <br /> petitioners have changed their request from B-2 Commercial District to PD Planned <br /> Development District so their request can be reviewed as soon as possible. <br /> The petitioner requests rezoning to PD Planned Development District to allow for the <br /> construction of a 14,500 square foot retail structure and a parking lot to serve the site. <br /> The surrounding zoning includes R-6 Multiple Dwelling District, B-1 Neighborhood <br /> Shopping District, B-2 Commercial District and O-1 Office District. The proposed <br /> rezoning to PD Planned Development District is compatible with the adjacent <br /> commercial and office zoning in the area. Access to the property is to be provided from <br /> North Main Street, North Water Street and Grand Avenue. Access to the property is <br /> currently being utilized from all three streets. The rezoning of the subject property to <br /> PD Planned Development District is in harmony with the intent of the Comprehensive <br /> Plan. <br /> Staff recommends approval of the rezoning petition. <br /> Mr. Phil Cochran, representative for the petitioner,was sworn in by Ms. Jesse. <br /> Mr. Cochran stated that this request went to the City Council and there were not enough <br /> votes to pass this request. Therefore, a site plan is being presented for this petition and if <br /> the City Plan Commission approves, the petition will then be forwarded onto the City <br /> Council. <br /> Mr. Smith questioned whether the building will face Water Street or Main Street. Mr. <br /> Cochran stated it would be towards Water Street with the front door facing the Southeast <br /> direction. <br /> No objectors were present. <br /> It was moved and seconded (Smith/Dunn) to forward Cal. No. 04-33 to the City Council <br /> with the recommendation for approval as submitted by petitioner. Motion carried <br /> unanimously. <br />
