Miller,AICP, Senior Planner��YY�- <br /> SUBJECT: Amendments to the Zoning Ordinance(Ordinance#3512) <br /> SiJMMARY RECOMMENDATION: Staff recommends approval of the amendments as proposed. The <br /> Plan Commission reviewed the request at the April 1, 2004 meeting and recommended approval with a <br /> vote of 8 to 0. Plan Commission minutes are attached. <br /> BACKGROUND: The current City of Decatur Zoning Ordinance only allows Animal Clinics and <br /> Hospitals in the M-1 Light Industrial District. Staff would like to amend the Ordinance to expand the <br /> number of Districts that Animal Clinic (with and without outdoor kennels)may operate. <br /> In SECTION II,DEFIIVITIONS a definition for AIVIMAL CLII�IIC OR HOSPITAL will be added: A <br /> place where small animals, including household pets are given medical or surgical treatment and are <br /> cared for during the time of such treatment. Kennel use shall be limited to short-time boarding, <br /> incidental to hospital use and such kennels shall be located within the building(unless expressly <br /> permitted outdoors). <br /> The proposed amendment will add Animal Clinic or Hospital, without outdoor kennels to the Permitted <br /> Uses list in the O-1 District,the B-1 District,the B-2 District and the B-4 District. It will also add <br /> "Animal Clinic or Hospital with outdoor kennel located at least 100 feet from any Residential District"to <br /> the list of Conditional Uses in the B-2 District. <br /> In M-1 District and the M-2 District Animal Clinic or Hospital,with outdoor kennel located at least 100 <br /> feet from any Residential District will be added to the Permitted Uses list. <br /> In the M-1 District Veterinarian and/or animal clinic or riding academy will be deleted and Riding <br /> academy will be added to the Permitted Uses list. <br /> POTENTIAL OBJECTIONS: There were no ob'ectars to the ro osed amendments at the Plan <br /> J P P <br />' Commission meeting. <br /> INPUT FROM OTHER SOURCES: NA <br /> STAFF REFERENCES: If Council members have questions they may contact Kathy Miller at 424-2786, <br /> kjmiller ,decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: None <br />
