4 !
MEMORANDUM j
To: Mayor Paul Osborne
City Council Members
From: Craig Coil
Enterprise Zone Administrator
Date: December 8, 2003
Subject: Enterprise Zone Boundary Amendments
The EDC, as administrator of the Decatur Enterprise Zone, is requesting your
approval to add three parcels to the existing zone. All three requests are being sought
to allow companies to be able to access state tax credits and exemptions available
under the Enterprise Zone program. No local property tax abatement has been
granted for any of the projects as they do not meet the established qualifying
criteria. All three requests have been previously approved by the Enterprise Zone
Advisory committee.
Amendment 1: Addition of the ADM North Water Treatment Plant property via a
connecting strip along Rea's Bridge Road beginning at Brush College Road.
Amendment 2: A technical correction in previously added property to include the
entire parcel containing the Park Warehouse project currently under construction on
Mound Road just west of Brush College Road.
Amendment 3: Addition of the PPG plant property via a connecting strip as
outlined in the attached ordinance.
Maps highlighting the proposed changes are included for your information.
Upon your approval, the requests will be forwarded to the State of Illinois
Department of Commerce and Economic Opportunity for final certification.
Please contact me if you have any questions.
Thank you for your continued support of economic development in our region!
cc: Enterprise Zone File
