III. Redevelopment Plan <br /> Goals <br /> Listed below are the general goals of the Redevelopment Plan. These goals have guided the <br /> preparation of the Pattern Book and its multiple layers of detail. It is expected the implementation � <br /> of this Redevelopment Plan will: , <br /> • Strengthen the local property tax base by encouraging new private investment in the <br /> development of 650+ new residential units and ancillary commercial development. <br /> • Encourage continued economic development in adjacent areas that comprise the inner � <br /> city. <br /> • Create new employment opportunities and add to the community's employment base. ' <br /> • Create an environment within the Redevelopment Project Area that will contribute to <br /> the overall health and general welfare of the community. <br /> • Increase the quality of life for Redevelopment Project Area and nearby residents by � <br /> eliminating blight anci increasing the quality of public services/utilities. ' <br /> Objectives ' <br /> Listed below are objectives of this Redevelopment Plan, which guide planning decisions to � <br /> achieve the goals and objectives contained in this Redevelopment Plan. <br /> • Reduce or eliminate those conditions that qualify the Redevelopment Project Area as a <br /> "blighted area." <br /> • Encourage a high-quality appearance of buildings, rights-of-way, and open spaces and � <br /> encourage high standards of design. � <br /> • Strengthen the economic well-being of the Redevelopment Project Area and the City by <br /> increasing business activity, tax base, and job opportunities. <br /> • Stimulate private investment in appropriate new residential and commercial construction i <br /> and rehabilitation. <br /> • Achieve attractive development with a complementary mix of income ranges and uses ! <br /> within the Redevelopment Project Area. � <br /> • Prepare the Redevelopment Project Area for redevelopment activity by acquiring land <br /> and/or buildings, and/or helping to rehabilitate deteriorated structures.
