Alternate Holiday Harbor Street Lighting Plan August 2003
PROPOSAL
The Alternate Street Lighting Plan for Holiday Harbor Subdivision is presented for review and
approval, which provides substantial maintenance and operations cost savings for the City of
Decatur's future responsibility of Holiday Harbor Parkway and Fountain Lane.
BACKGROUND
The PUD Approved Street Lighting Plan specifies a combination of"standard" (18 feet) Illinois
Power Street Lights isolated in the middle of the development and (12 feet) Sternberg
Fairfax/Decatur style (Ornamental) Street Lights on each end of the subdivision at intersections
with Hwy 36 and Main Street, which is a similar style as those used at Millikin University.
' IMPACT FACTORS
• Illinois Power will not allow any other circuits or lights to be tied into their street lights,
nor share their street light power supply, and they will only maintain their street lights.
• Logistically the PUD Plan requires several Ornamental Street Light circuits individually
metered and on separate power supplies, all to be maintained by the City of Decatur.
ALTERNATIVE PLAN
The Alternative Plan involves using Illinois Power's 30 feet high double rectangular fixtures
street lighting (Same style used on Forsyth Parkway) in all the medians throughout Holiday
Harbor Subdivision and lower profile Ornamental "Accent" Lights (Sternberg Fairfax fixture) at
the crossings on each side of access drives individually metered to their respective lots.
ADVANTAGES
• Eliminates the City of Decatur's on-going responsibility for maintenance of streetlights,
meters, and power supplies in the Holiday Harbor subdivision.
• Illinois Power maintains and operates all the median street lighting.
• Individual Lot Owners are responsible for maintenance & operational costs of the
Ornamental Accent Lights, not the City of Decatur.
• The Ornamental Accent Lighting is distributed throughout the development rather than
just on its perimeters.
• Achieves continuity, and a uniform profile, of street lighting throughout all of Holiday
Harbor Subdivision.
NOTATION
This Alternate Street Lighting design concept and its advantages were not known, nor
considered, during the original Developer's Agreement Review and Approval by the City.
RECOMMENDATION
The Developer recommends the Alternate Street Lighting Plan be approved for Holiday Harbor
Subdivision based on its long-term cost savings benefit to the City, and taxpayers, of Decatur.
EX ' A
