[FORM OF BOND-REVERSE SIDE] <br /> This bond is one of a series of bonds (the "Bonds") in the aggregate principal amount of <br /> $ ,000 issued by the City for the purpose of paying the costs of refunding certain <br /> outstanding bonds of the City, and of paying expenses incidental thereto, all as described and <br /> defined in the ordinance authorizing the Bonds (the "Ordinance"),pursuant to and in all respects <br /> in compliance with the applicable provisions of the Illinois Municipal Code, as supplemented <br /> and amended, and as further supplemented and, where necessary, superseded, by the powers of <br /> the City as a home rule unit under the provisions of Section 6 of Article VII of the Illinois ' <br /> Constitution of 1970 and the City's enabling ordinances adopted pursuant to such home rule ', <br /> powers (such code,powers and enabling ordinance, collecdvely, being the "Act"), and with the ', <br /> Ordinance, which has been duly passed by the Council of the City, approved by the Mayor, and <br /> published,in all respects as by law required. <br /> Subject to the provisions relating to this Bond remaining in book-entry only form, this <br /> Bond may be transfened or exchanged, but only in the manner, subject to the limitations, and <br /> upon payment of the charges as set forth in the Ordinance. Upon surrender for transfer or <br /> exchange of this Bond at the principal corporate trust office of the Bond Registrar in the City of <br /> , , duly endorsed by or accompanied by a written instrument or <br /> instruments of transfer or exchange in form satisfactory to the Bond Registrar and duly executed <br /> by the Registered Owner or an attorney for such owner duly authorized in writing,the City shall <br /> execute and the Bond Registrar sha11 authenticate,date and deliver in the name of the transferee <br /> or transferees or, in the case of an exchange, the Registered Owner, a new fully registered Bond <br /> or Bonds of like tenor, of the same maturity, bearing the same interest rate, of authorized <br /> denominations,for a like aggregate principal amount. <br /> -20- <br />
