� t deemed necessary and desirable to provide for the issuance of not to exceed $34,000,000 principal amount general obligation bonds for such purpose and for the purpose of realizing such net debt service savings from the Refunding; and W��As the Council does hereby determine that it is advisable and in the best interests of the City to borrow not to exceed $34,000,000 at this time pursuant to the Act for the purpose of paying the costs of the Refunding and, in evidence of such bonowing, issue its full faith and credit bonds in the principal amount of not to exceed$34,000,000; Now, T�1tEFoltE, Be It Ordained by the Council of the City of Decatur,Macon County, Illinois, in the exercise of its home rule powers and in accordance with the Enabling Ordinance, as follows: Section 1. Defznitions. In addition to such other words and terms used and defined in this Ordinance, the following words and terms used in this Ordinance shall have the following meanings,unless, in either case,the context or use clearly indicates another or different meaning is intended: "Act" means, collectively, the Illinois Municipal Code, as supplemented and amended, the home rule powers of the City under Section 6 of Article VII of the Illinois Constitution of 1970 and the Enabling Ordinance adopted pursuant to such home rule powers; and, in the event of conflict between the provisions of said code and home rule powers, the home rule powers shall be deemed to supersede the provisions of said code. "Bond" or "Bonds" means one or more, as applicable,of the not to exceed $34,000,000 General Obligation Refunding Bonds authorized to be issued by this Ordinance. "Bond Fund" means the Bond Fund established and defined in Section 16 of this Ordinance. -3-
