Bra g, lanning&Econo c D elopment Manager� <br /> SUBJECT: R-6 Planned Unit Development Amendment-Wabash Crossing Phase One <br /> SUMMARY RECOMMENDATION: Staff finds the proposed amendment to be consistent <br /> with the standards of review for a planned development and further finds that the amendments <br /> are consistent with the Decatur Urban Area Land Use Plan, the Near North Neighborhood <br /> Redevelopment Plan, the Near North Master Plan Supplement and the previously approved <br /> plans. Based on these factors, staff recommends approval of the petition with the following <br /> condition: the D-7 and D-8 front elevations be revised to provide a roof elevation area and/or <br /> roof accent element consistent with the recommendations of the Near North Neighborhood <br /> Redevelopment Plan. The City Plan Commission voted 7-0 with one abstention to recommend <br /> approval of this petition at the August 7, 2003, hearing. Minutes of the meeting are attached. <br /> BACKGROUND: The petitioner is requesting an amendment to the P.U.D. approved June 16, <br /> 2003 in response io refinements in the housing designs and building material changes since the <br /> original designs. The petitioner is requesting a change in the allowable materials to include vinyl <br /> siding in lieu of fiber cement board siding on the residential units. <br /> Housing designs have been slightly modified to standardize some design features. Additionally, <br /> porches have been modified slightly on some units. Staff has worked with the petitioner to I <br /> maintain window sizes and layouts and porches to provide optimal design amenities for each <br /> unit. The number of building types has been consolidated from 24 designs in the approved PUD �, <br /> to a total of 20 building designs proposed in this amendment. The number of units (249) will I, <br /> remain unchanged from the prior PUD submittals. It is anticipated that a subsequent amendment I <br /> will be forthcoming at the time the designs for the homeownership residential units are complete. ', <br /> The proposed designs have been broken into Priority Area One and Priority Area Two. As <br /> shown on the plat, Priority Area One encompasses the Martin Luther King, Jr. Boulevard <br /> streetscape. Priority Area One has been designated with more stringent architectural <br /> requirements and building material ratios (brick, siding, etc.) to preserve the boulevard <br /> streetscape recommended by the Near North Neighborhood Redevelopment Plan. Priority Area <br /> Two has been provided with less stringent architectural requirements in order to meet project <br /> constraints. <br />
