EXHIBIT B <br /> SECTION FOUR: JUSTIFICATION <br /> The 14.6 acre subject parcel is part of the SE '/4 of SW '/4 of SEC. 33, TWP 17, R3E and <br /> is currently undeveloped. City water is available across Reas Bridge Road. The area is <br /> currently not served by sanitary sewer. Landscaped berms will screen the site from Reas <br /> Bridge Road. <br /> Petitioner proposes to operate the subject site as part of, and in a manner similar to, <br /> Petitioner's adjacent North Water Treatment Plant including, but not limited to operating <br /> a settling basin on the subject site. Sediment will be hauled away by truck as required. <br /> There is no odor and very little dust associated with such settling basin. <br /> Petitioner will screen the site with a landscaped continuous berm planted with one (1) <br /> inch poplar trees four(4) feet tall. A grass buffer yard(minimum 15 feet)will be <br /> provided around the site. <br /> Petitioner's water treatment facility located adjacent to the subject site has been operated <br /> in a manner such that the public health, safety and welfare is protected and has not caused <br /> injury to the value of other properties in the neighborhood. The subject site is also <br /> located and designed to be operated in a manner that the public health, safety and welfare <br /> will be protected. The site will not cause substantial injury to the value of other <br /> properties in the neighborhood. <br />
