Excerpts from Plan Commission Minutes of June 5, 2003 <br /> Cal. No. 03-22 Petition of TONY ROMANO to amend the approved R-3 Planned Unit <br /> Development of Country Club Villas located at 135 South 44th Street. <br /> Mrs. Joselyn Stewart, Planner,was sworn in by Mrs.Henderson. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The subject property contains 3.43 acres. Properties to the west and south are in use for single <br /> family residences, while Lake Decatur is located to the north of the site and the Decatur Country <br /> Club is located to the east. A six (6) inch water main is available to the site from 44th Street and <br /> a 27 inch sanitary sewer connection is available at Country Club Road. Access to the site is <br /> currently located at the southem edge of the property along 44th Street. The property has a <br /> significant slope of approximately 4.3 percent, descending from south to north. <br /> The petitioner now wishes to amend his previous petition to construct seven two-unit <br /> condominium structures on the site, totaling 14 units on the tract, a decrease of seven (7)units. <br /> Each building will still be "stepped-down" the existing topography and will consist of one story <br /> per building. <br /> Access will remain along 44th Street with no access to Country Club Road. The new <br /> development would utilize three independent drives. All drives and parking will be privately <br /> owned and maintained. <br /> Staff finds the proposal to be of low-density for multiple dwelling development and generally <br /> consistent with the density of the surrounding area. Existing utility services are adequate to <br /> provide service to the proposed development <br /> Based on the above analysis, staff recommends approval of the petition as submitted. <br /> Mr. Phillip Cochran, Consulting Engineer,was sworn in by Mrs.Henderson. <br /> Mr. Cochran, Cochran Engineering, spoke for the petition representing Mr.Romano. Mr. <br /> Cochran stated that one (1)year ago in June, there was a petition before the Commission for a <br /> total of 21 units which was approved by Plan Commission and City Council. Mr.Romano has <br /> made marketin efforts to su <br /> g pport that proposal but a three (3) story building was not marketable <br />�, even with elevators. Mr.Cochran stated that the subject proposal is for seven(7)buildings, each <br /> a single story with several that will walk out to the back. A revised site plan and landscape plan <br />, were submitted. <br /> Mr. Cochran stated that the buildings have been turned so that the units in the northern part of the <br /> development have a view of the lake. There are existing utilities andwatermain in place. <br />� <br />
