COUNCIL COMMUNICATION FORM
Economic and Urban Development Memorandum.
#2003-015
Date: April 29, 2003
TO: Mayor Osborne and City Council
FROM: Steve Garman, City Manager
 A. J. Krieger, Assistant City Manage
Randy Joluier, Building Inspection ana r
SUBJECT: Chapter 67 Building Code
SUMMARY RECOMMENDATION: The Building Inspections Division would like to
recommend the following amendment to the adopted 1999 BOCA Building Code: Section
421.10.1 (10) amended to read as follows: "When an above ground pool structure is used as a
barrier or where the barrier is mounted on top of the pool structure then:
A. The ladder or steps shall be capable of being secured, locked or removed to prevent access or:
B. The ladder or steps shall be surrounded by a barrier which meets the requirements of section
421.10.1, items 1 through 9. When the ladder or steps are secured, locked or removed, any
opening created shall not allow the passage of a 4 inch diameter sphere.
BACKGROUND: This amendment will reflect changes made in the 2000 International
Residential Code which we plan to adopt in its entirety later this year. We wanted to initiate this
, change by itself as the swimming pool season is upon us now. After surveying severallocal pool
distributors it was found that they all sell the type of ladder that is allowed by the 2000 code thus
making adoption of this amendment more user friendly while still maintaining the safety of the
installation. This amendment is for residential installations only.
POTENTIAL OBJECTIONS: None we are aware of.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Randy Johner
BUDGET/TIME
IMPLICATIONS: None
