It is -- we are fortunate, today, to be <br /> � 12 before you for the second time this calendar year <br /> 13 recommending approval of an important project <br /> 14 important not only to the City of Decatur, but to <br /> 15 the overall financial stability of the organization <br /> 16 of the City of Decatur . The item you are about to <br /> 17 consider represents a bit of a shift for the City of <br /> � 18 Decatur in terms of how we make our capital <br /> 19 investments . Most of you are familiar with the <br /> 20 budget discussion and the difficulties that we went <br /> 21 through last year as a city, trying to adopt a <br /> 22 budget and pass an appropriation ordinance, and a <br /> 23 lot of that dealt with our inability to generate <br /> 24 revenue . So, about that time during those <br /> 2 <br />
