A storm detention basin has been ' <br /> provided at the southeast comer of the site. The detention area provides drainage for the entire <br /> site consistent with Ci of Decatur standards. The etitioner has also rovided a lighting and <br /> tY P P <br /> photometric plan that conforms to the City's newly adopted lighting regulations regarding light <br /> levels, glare and light trespass on adjoining residential properties. <br /> Four free-standin si s will be accommodated on the ro e . These include a monument si <br /> g � P P rtY � <br /> at the intersection of Mound and 51 totalling 140 square feet in area and 25 feet in height, a <br />' manument sign at the entrance at Mound Road totaling 86 square feet and 18 feet in height, and <br /> one monument sign for each smaller building totaling 40 square feet each and 10 feet in height. <br /> The proposed development is in accordance with an integrated design plan and closely follows <br /> the conceptual plan prepared by Massie Massie &Associates; the development has been <br /> designed to be compatible with surrounding uses by the use of landscaping and buffering <br />' techniques, architectural features, pedestrian access and the general orientation of the site; the <br /> site has been designed to minimize any adverse impacts on adjoining residential properties by <br /> the establishment of a buffer yard area to reduce noise and unsightly views, the regulation of <br /> lighting levels and spillover lighting effects,the control of stormwater runoff and detention on ' <br /> the site and the prohibition of vehicular access from residential streets;parking is adequate on the <br /> site and exceeds the requirements of the City Zoning Ordinance; and access has been facilitated <br /> via the maj or arterial streets that serve the site. <br /> As the analysis shows in the Staff Report, City staff believes that the proposed development is <br /> consistent with the findings of the HOK report presented to the City Council. <br /> POTENTIAL OBJECTION: A petition objecting to the rezoning of the site has been filed <br /> with the City Clerk. <br /> INPUT FROM OTHER SOURCES: The City Plan Commission voted 7-0 with one � <br /> abstention to recommend approval of this petition at the April 3, 2003 hearing.
