. - - � <br /> � To City Council Members <br /> � From Mayor Terry Howley <br /> VDate April 3,2003 <br /> � Re CHAPTER 52 AMENDMENTS <br /> h�i <br /> � <br /> OAs I look back over the years as Mayor and Local Liquor <br /> Control Commissioner, I am recommending two amendments <br /> � to Chapter 52,Alcoholic Liquor. <br /> . '.,� <br /> UTemporary liquor licenses that are issued multiple times per <br /> year to the same organization should have a graduated fee <br /> schedule. I recommend the issuance of a mazimum number of <br /> four licenses to any one organization in one calendar year. It is <br /> my opinion that the graduated fee schedule will only affect a <br /> very small group. <br /> When a Class A/B liquor license is forfeited back to the City, it <br /> is placed in a lottery. Anyone can apply for this license through <br /> the lottery. Many times only a handful of applicants are <br /> received in the City Clerk's office. Thus, a situation could <br /> occur whereby several of these Class A / B license are issued to <br /> the same corporation and / or individual through the lottery <br /> process. <br /> I believe the recommended amendment to the current lottery <br /> system would help to prevent these concentrations of licenses <br /> and make the proliferation of the same more widespread. I do <br /> not believe the intent of the lottery system is to allow any one <br /> firm and/or individual to profit. <br /> If you have any questions or comments about the proposed <br /> amendments, please give me a call over the weekend. <br />
