COUNCIL MEMORANDUM I� <br /> # 2003 - 06 ', <br /> February 20, 2003 <br /> TO: Honorable Ma or Terry Howley and City Council Members <br /> FROM: Steve Garm City Manager <br /> Michael Mo en, Assistant City Manager M� ,�vl <br /> SUBJECT: Animal Ci tion and Registration Fees <br /> RECOMMENDATION: <br /> City staff recommends approval of the attached ordinance that increases animal citation and <br /> registration fees per the City/County Animal Control Agreement. <br /> BACKGROUND: <br /> The Macon County Board is requesting that the City Council pass an ordinance adopting an <br /> increase in animal registration and animal citation fees to help facilitate declining revenues for <br /> animal control in Macon County. The County Board passed the attached resolutions in <br /> December, 2001, and January, 2003, authorizing the fee increase. Per the City/County agreement <br /> the City Council must also pass an ordinance before any fee increases can be put into effect. <br /> City staff and the Chairman of the Macon County Board are working closely to facilitate the <br /> building of a new animal shelter and to move the responsbility of animal welfare to those groups <br /> that are more capable of providing shelter care. <br /> POTENTIAL OBJECTORS: <br /> City staff is not aware of any objectors. <br /> INPUT FROM OTHER SOURCES: <br /> The ordinance is attached along with supporting documentation. Macon County Board Chairman <br /> Dave Wolfe appeared at the February 17th study session and responded to Council questions on <br /> the need for the fee increase. <br /> STAFF REFERENCE: <br /> If Council members have any questions, they may contact Mike Mowen, 424-2802, or <br /> mike.mowen(cr�,decaturnet.org .
