The present franchise agreement (Ordinance No. 3590, which runs through 2010) is <br /> only between the City and IP. Therefore, it is necessary to amend that franchise to include IETC � <br /> so that IETC is covered by its terms and has the legal ability to occupy City right-of-way. <br /> An ordinance amending the franchise agreement has been prepared for the Council's <br /> consideration. Staff recommends approval of that amendment. <br />
