MINUTES OF THE MEETING <br /> OF THE <br /> DECATUR CITY PLAN COMMISSION <br /> Thursday, January 2, 2003, 3:00 P.M. <br /> City Council Chambers, Decatur Civic Center <br /> ------------------------------------------------------------------------------------------------------------------- <br /> The January 2, 2003 meeting of the Decatur City Plan Commission was called to order at 3:00 <br /> P.M. in the City Council Chambers, Third Floor of the Decatur Civic Center, by Chairman Dave <br /> Anderson who determined a quorum was present. <br /> Members Present: Dave Anderson, Steve John, Bemie Naber, Glen Nordholm, Dan Oakes, <br /> Susie Peck, Phyllis Sands, Mike Sharpe, Tom Smith <br /> Members Absent: William Clevenger, Mike Shampine <br />' Staff Present: A.J. Krieger, Dane Bragg, Steve Van Steenhuyse, Kathy Miller,Joselyn <br /> Stewart, Steve Jones, Bernie Bartus <br /> It was moved and seconded (Smith/Peck) to approve the minutes of the November 7, 2002 <br /> meeting of the Decatur City Plan Commission as presented. Motion carried unanimously. <br /> New Business <br /> Cal. No. 03-02: Petition of TMS DEVELOPMENT. L.L.C.. 240 North Church Street, <br /> for a Conditional Use Permit to permit multiple dwelling units on the <br /> ground floor in the B-4 District. <br /> Mr. Van Steenhuyse presented the recommendation of staff: <br /> The subject property currently consists of two (2) vacant buildings. The building on the corner <br /> was formerly an apartment building with dwelling units on the first floor. The building to the <br /> south was an o�ce building. There is a private alley between the south building and the Decatur <br /> Club. The subject property is located within the B-4 Central Business District. However, <br /> Church Street forms the western boundary of the B-4 District and there is currently no retail <br /> activity in this area. There are no off-street parking requirements in the B-4 District. <br /> In the middle of the block along Church Street there is a curb cut and driveway approach leading <br /> to the sidewalk near the south building. This approach does not lead to a driveway or building <br /> door and therefore serves no purpose. There are also three (3) parking spaces on Church Street <br /> adjacent to the subject property. <br />
