Decatur City Plan Commission <br /> January 2, 2003 <br /> Page Three I <br /> Mr. Cochran stated that this project is located on Church and William. It is on the perimeter of a <br /> B-4 area. The Commodore Apartments are located across the street. I,ess than one half block to <br /> the north is the huge Huston Patterson facility. In the last three (3) to four (4) years they have <br /> constructed a metal building that is part of their complex. If this site were developed with retail <br /> space on the bottom floor there would be no requirements for submittal of additional <br /> information. Petitioner feels sufficient information has been provided beyond what was initially <br /> required and that the building will compliment the area. The developer and Mr. Cochran believe <br /> they accurately submitted the information for the project. <br /> Mr. Nordholm inquired about the building's exterior. Mr. Cochran confirmed that the exterior <br /> would be all brick. There could be additional architectural amenities to the drawing, but the <br /> drawing is representative of what is planned. <br /> Mr. Nordholm asked if it was possible for the final building to look better than the drawing <br /> submitted. Mr. Cochran indicated that it would. Mr. Nordholm also inquired whether it would <br /> look any better than the drawing when landscaping was added. Mr. Cochran indicated that it <br /> would. <br /> Mr. Smith inquired if this was approved, what would be the basis for the Commission's <br /> disapproval of some sunilar project elsewhere inside the B-4 area. Mr. Van Steenhuyse <br /> responded that the Commission is not constrained in denying a project elsewhere in the B-4 area <br /> that might not meet the standards. <br /> Mrs. Sands asked if the Commission and City Council approve this, does the petitioner intend to <br /> make it more attractive. Mr. Cochran answered in the affirmative and that without getting into <br /> the design, this is the concept but it would be enhanced more than what the elevation shows. <br /> Mrs. Sands stated that although the developer doesn't have to, it is their intent to enhance the <br /> final design. Mr. Cochran confumed this. <br /> Mr. Nordholm asked who owns the alley between the Decatur Club and the site. Mr. Cochran <br /> responded that it is a private alley. It is actually an easement from the 1920's off this parcel and <br /> the Decatur Club parcel. Mr. Nordholm inquired whether it would stay an alley. Mr. Cochran <br /> responded that it would not be built on, but he didn't know if it would be open or not. The <br /> Decatur Club has indicated they may be interested in closing it. However, there may be <br /> mechanicals in that alleyway, so it will not be built upon. <br /> Ms. Debbie Brown, a resident who lives in the Commodore condominium units, inquired <br /> whether the new building will be condominiums or apartments (rental units). Mr. Cochran <br /> responded they will be a condominium development, but may be leased until they are sold. <br /> It was moved and seconded (Smith/Peck) to forward Cal. No. 03-02 to City Council for approval <br /> per staff recommendation. Motion passed unanimously. <br />
