.
. . ,
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2002 - 80
December 23, 2002
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman., City Manager
Stephen Swanson, P. E., Director of Engineering & Infrastructre
Matthew C. Newell, P. E., City Engineer,
SUBJECT: Designating Hubbard Avenue as a Class II Truck Route
SUMMARY RECOMMENDATION:
Staff recommends that the City Council approve the attached Ordinance designating Hubbard
Avenue, from 27th Street to Brush College Road, as a Class II truck route.
BACKGROUND:
In accordance with State law, unless otherwise prohibited, City streets allow access far trucks up
to 73,280 lbs. in weight distributed over 5 axles. Designation as a Class II truck route increases
the allowable weight to 80,000 lbs. along with some size increases to the truck.
The Hubbard Avenue extension was designed to accommodate Class II trucks. Archer Daniels
Midland Company (ADM) proposes to use Hubbard Avenue as part of its corn processing
program by staging trucks for testing at its warehouse on 27th / Hubbard Avenue and directing
them to an unloading site on Brush College Road. A significant portion of the grain trucks
delivering to ADM meet the Class II weight and size designations.
POTENTIAL OBJECTIONS: There are no known objections to this
resolution and agreement.
INPUT FROM OTHER SOURCES: Archer Daniels Midland Company
