Fleet Maintenance Memorandum
No. 2016-02
DATE: January 19, 2016
TO: Honorable Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Richard G. Marley,P.E.,Public Worlcs Director
SUBJECT: Caterpillar Wheel Loader Operator Compartment Roll Over Protection
Structure(ROPS)
SUMMARY RECOMMENDATION:
Current safety regulations require the operator cabs of heavy construction equipment be
equipped with a roll over protection structure (ROPS) to protect the operator in case the
machine overturns. Two (2) of the City's Caterpillar Wheel Loader cabs have rusted to the
point that the integrity of the ROPS is in question and may soon render them unusable. In
addition, the functionality of the cabs has been compromised due to the rust. A hand hold has
pulled off, there are open gaps in window frames, doors won't close all the way and the cab has
large open holes.
The estimated cost to remove and install the new cab for both units is $43,118.74.
Both units 252 and 420 were purchased 08/04/2006. The life expectancy is 12 years. Because
both units are otherwise in good condition, replacing the cabs should permit the useful life to be
extended. Additionally replacing the cabs will improve resale value. ,
COUNCIL ACTION:
No prior Council action has been taken for the repair of the Front End Loaders repair.
BACKGROUND:
The City owns five (5) Front End Loader. Currently used by Streets & Sewer, Forestry, and
Lake Maintenance. Primary use of the Wheel loaders is for loading salt, snow and ice control,
72 hour cleanups, hauling dirt and trees/limb removal. The loaders are also an important part of
our first response capability when faced with emergency situations such as tornados and ice
storms.
POTENTIAL OBJECTIONS: There are no known objections to this request.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard G. Marley, Director of Public Works and Rennie Young,
Fleet Supervisor. Richard Marley will be in attendance at the City Council meeting to answer
any questions of the Council on this item.
