Krieger,Assistant City Manager <br /> SUBJECT: 2003 Residential Refuse Collection ate Schedule and Chapter 56 Amendments <br /> RECOMMENDATION: <br /> City staff recommends approval of the attached amendments to Chapter 56 regarding increased '', <br /> license fees, and the imposition of minimum fines for failure to subscribe to residential garbage , <br /> service. The 2003 residential refuse collection rate schedule is also attached. '� <br /> BACKGROUND: <br /> City staff has conducted two meetings with the licensed residential refuse haulers and held a <br /> public hearing on December 11, 2002, for the purpose of discussing new promulgated rules, 2003 <br /> rate schedule, and the proposed Chapter 56 amendments. <br /> As Council members will recall, in December of 2002 updated residential refuse collection <br /> service, rate schedule, and rules were adopted. The purpose of the changes was to offer Decatur <br /> residents options for frequency and type of collection service, an overall expanded level of <br /> service, as well as provide for a general rate increase. The Chapter 56 amendments adopted in <br /> 2002 called for a increase in 2003 equal to the change in the Consumer Price Index for Urban <br /> Consumers (CPI-U). That percentage increase is 2.2%. The 2003 twice weekly, single family <br /> collection rate will increase to $17.30 per motrth. <br /> As last year's amendments/rules were tied to generally improving/expanding the levels of service, <br /> this year's are more closely tied to improving overall compliance with the ordinance. <br /> Chapter 56 Amendments: <br /> Minimum Fine for Non-service <br /> ■ Section 46 of Chapter 56 as amended would provide for minimum monthly fines for those <br /> residences not taking refuse collection service. , <br /> License and Truck Fee Increases <br /> ■ Section 25 would raise the 20031icense fee to $300, and the per vehicle fee to $100. Both <br /> fees would double in 2005. <br />
