iv. Illumination: Such sign may be illuminated but non-flashing if located a <br /> minimum of 25 feet from any side or rear lot line of a lot used for <br /> residential purposes. <br /> 9. Parking Lot Setbacks. Required parking lot setbacks shall follow the <br /> requirements for the O-1 District, as listed in Section XXIV.D.2. <br /> 10. Landscaping and Exterior Lighting. All institutional development within the I-OL <br /> District shall be subject to the requirements for commercial development in <br /> Section XXVIII. <br /> 11. Development. <br /> a. All development within the I-OL District shall be reviewed by the Plan <br /> Commission and approved by the City Council,unless all of the following <br /> conditions apply: <br /> i. The property to be developed is at least one(1) acre in contiguous area; <br /> ii. T'he property is contiguous to the developed institutional campus and is a <br /> natural expansion of the campus; <br /> iii. None of the property under development is contiguous to a one or two <br /> family property on more than two sides of said one or two family property, <br /> excepting therefrom any one or two family property already owned in fee <br /> simple title by the institution. <br /> b. A site plan shall be submitted for recommendation by the Plan Commission <br /> and approval by the City Council if all of the above conditions are not met. <br /> The site plan submittal shall follow the same requirements for a site plan to be <br /> submitted for rezoning to PD Planned Development District, as outlined in <br /> Section XIX, and shall be rezoned as such. <br /> 12. Variances <br /> a. Any request by an institutional use for a variance to the requirements of this <br /> Section or to the requirements of the underlying zoning district must be <br /> reviewed by the Plan Commission in a public hearing, after which the Plan <br /> Commission shall make a recommendation to the City Council. The City <br /> Council will then rule on said variance, and may impose conditions on the <br /> same to insure that the variance meets the intent of the I-OL District,the intent <br /> of the underlying district, and the general purpose and intent of the Zoning <br /> Ordinance. <br /> b. This requirement shall apply only to the institutional use and its ancillary uses. <br /> Any variance request by any other property owner or use within the I-OL <br /> District must follow the requirements of Section X��. <br />
