Van Steenhuyse, Planning Mana <br /> � <br /> SUBJECT: Conditional Use Permit: 2506 North Water Street <br /> SUMMARY RECOMMENDATION: Staffrecommends approval of the Conditional Use Permit far <br /> an automotive storage yard, subject to the following four conditions: 1)The storage area must be <br /> wholly enclosed by a site-break fence; 2)Except for the storage of vehicles for sale or vehicles <br /> awaiting repair, no outside sales or storage is permitted; 3)The storage area shall utilize a 24-hour <br /> access lock approved by the Decatur Fire Deparhnent; 4)The storage area shall have at minimum a <br /> gravel base. All other areas used for parking or circulation shall be paved with a hard surface in <br /> accordance with the requirements of the Zoning Ordinance. All paving shall be completed within six <br /> (6)months of the issuance of the building permit. <br /> BACKGROUND: The subject property is zoned M-2, Heavy Industrial and currently contains two <br /> buildings and a fenced enclosure. The small,house-like structure is used for a pet adoption service <br /> and the metal building is leased by the petitioners. The petitioners wish to utilize the metal building <br /> and surrounding parking area for vehicle repair and used car sales, and utilize the area within the <br /> chain-link fence far automotive storage. The parking area is unpaved;however, the Zoning , <br /> Ordinance requires any areas used far circulation,parking and storage of cars for sale to be paved. I <br /> The M-2 District permits a variety of very intensive uses, such as building materials sales,research ' <br /> labs,heavy manufacturing,recycling centers, or warehouses. These uses can be established without ' <br /> zoning permits. The property is bordered by HicksGas to the north and Grohne Concrete to the east. <br /> This Conditional Use permit request represents an opportunity to require the owner to clean up the <br /> property and properly pave the parking lots. <br /> POTENTIAL OBJECTION: There are no known objectors to this petition. � <br /> INPUT FROM OTHER SOURCES: The Plan Commission reviewed this petition at their meeting <br /> on November 7.
