Excerpts from October 3, 2002 City Plan Commission Meeting
Cal. No. 02-47 Petition of CORN BELT FS, INC., an Illinois Corporation, to rezone
property located at the 4200 BLOCK OF NORTH BRUSH COLLEGE
ROAD from M-1 Light Industrial District to M-2 Heavy Industrial
District/Conditional Use (Ord. #2002-33, Section XVII.B.S.)to operate
a lime sludge processing facility.
Ms. Miller presented the recommendation of staff:
The ten (10)acre parcel is part of the 70 acre tract that was annexed to the city and rezoned to
M-1, Light Industrial District in 1998 and is currently undeveloped.City water is available
across Brush College Road. The area is currently not served by sanitary sewer. A temporary
office structure and a processing/storage area will be located on the southeast corner of the
property. Landscaped berms will screen the site from Brush College Road.
' The petitioner proposes to process lime sludge from ADM's Rea's Bridge Road water treatment
facility at this Brush College site. The lime sludge will be hauled in by semi to the site and
stored in windrows to dry out. Once the lime is dried enough to process, it will be pelletized for
wholesale distribution to farmers. The finished product will also be hauled frcm the site by
semis. The processing will be carried on from April through December. The lime sdge is not
workable when frozen.
The petitioner wishes to operate the lime sludge processing facility at the ten (10) acre site in
which most of the site will be used for the storage/drying of sludge windrows. The use is a
temporary use. There is no odor and very little dust associated with the industrial process.
The petitioner will screen the site with a landscaped discontinuous berm planted with one (1)
inch poplar trees four(4)feet tall. A grass buffer yard (minimum of 30 feet)will be provided
around the site.
The facility is located and designed to be operated in a manner that the public health, safety and
welfare will be protected. The facility has not and will not cause substantial injury to the value
of other properties in the neighborhood.
Staff recommends approval of the rezoning of the property to M-2, Heavy Industrial District and
the Conditional Use for the Industrial Processing Facility provided that: 1.)windrows do not
exceed six (6)feet in height; 2.) storage of dried lime product will not exceed fifteen (15) feet in
height; 3.)product storage will not occur outside of designated areas as shown on the site plan;
and 4.) a site plan and landscaping plan developed according to the requirements of the 7nning
Ordinance be submitted and approved by the Economic and Urban Development Department and
the Engineering and Infrastructure Department.
The Zoning Ordinance of the City of Decatur requires that conditional use requests be submitted
to the Plan Commission for public hearing, study and report conceming the effect of the ,
proposed use on the comprehensive plan and compliance with ardinance standards. A motion to I
forward the request of Cal. No. 027 to the City Council with a recommendation of approval is ,
suggested.
