The subject petition requests a conditional use permit to allow the operation of a licensed large home <br /> daycare facility. The daycare would accommodate a maximum of twelve children on the premises <br /> commonly known as 1315 North Gulick. The area in question is presently zoned R-3, Single Family <br /> Residence District and is developed with a single family dwelling structure. � <br /> 2. The petitioner's drop off and pick up area will be in front of her house along North Gulick. The petitioner , <br /> intends to request a drop off area from the Parking and Traffic Commission. The entire rear yard is ' <br /> fenced except the area between the house and the garage. The petitioner proposes to install a fence with a ' <br /> gate at this location. The petitioner proposes to open her daycare facility in January 2003. <br /> STAFF ANALYSIS <br /> 3. Upon review of land use and zoning patterns of the general area, staff notes that while the tract is <br /> surrounded by property zoned R-3, Single Family with existing dwellings on three sides,property to the <br /> west across the alley is zoned B-1 Neighborhood Shopping District and accordingly developed. <br /> 4. Section XXII.A.3 lists three standards which must be met in order to grant a conditional use permit. The <br /> first standard requires the applicant to show that the use is"necessary for the public convenience at that <br />
