The City Council approved a rezoning of the subject property on February 19, 2001. <br /> Subsequently, the Plan Commission reviewed a Residential Development Plan(RDP) for this <br /> project. The original project included 42 apartments within the Roosevelt School building <br /> and 33 townhomes to be built around the existing school yard area. The Plan Commission <br /> recommended approval of the RDP by a vote of 7-0 (with one abstention) on March 1, 2001. <br /> This ro'ect was to be funded from a variet of sources, includin Low Income Housin Tax <br /> P J Y g g <br /> Credits and Historic Preservation Tax Credits. No City funding was involved. <br /> 2. In August 2001, the Council approved an amendment to the RDP that included the followin <br /> g <br /> changes: 1) Seven new units were added to the school building, increasing the total number <br /> of units from 75 to 82 (49 within the school building and 33 townhome units); and 2) two of <br /> the townhome buildings were changed as to location and number of units within each <br /> building. The townhome building on West Grand was moved further to the east so that it did <br /> not obscure the east fa�ade of the school building. The Illinois Historic Preservation Agency <br /> (IHPA) required that the building be moved as a condition of granting the historic <br /> preservation tax credits. <br />
